Save a large image from Google Images that you would like to use as your background to your computer. In this case, it is a photo of clouds in the sky.

When you are searching, you need to change the search settings to look for "Large" images. While in Google Images click on the "Tools" button and then on the "Size" dropdown and select "Large". 

When you find one you like, you need to click on the "thumbnail" image and "view" it on the page it is on to make sure you are getting the "Large" version.

When you are done adding the pictures, insert the text by clicking on the text tool and clicking and dragging the text box to where you want the text. Then type in or copy and paste the sentence you want to use.

After you have your phrase, to help it stand out, add an outline/stroke. To make an outline/stroke, click on the text layer and then go to Layer > Layer Style > Stroke to adjust the color and size.
